If it says "1 Player", that's me correct? (Don't know if it's measuring all players or all other players.) Would be funny if it said, "Just You, Invite Someone!"

Maybe you just have an inhabitant obsession with the game and you started a game for .20 without thinking and backed up to the start screen. Id assume Jeopardy started the $6 game.
Could also be the refresh rates are different on the number of players and the number of games available.

Could be, but you would assume everything would be polled at the same time.

This could happen if the person who created that $6 game quit from the waiting screen.
It takes 2+ minutes for the next flush to find the stale game and delete it, and the active users count is based on activity within the last 2 minutes, so their game could still be live and waiting even though they quit and haven't sent a server request in 2 minutes.
